I wonder if the Sacramento Northern or Northern Electric had a " deal " with Marysville and / or Yuba City to NOT use steam locomotives on their trackage, in exchange for using city streets for the Right of Way ??? These franchise agreements were common with interurbans. I recall that, at the time of abandonment of the remaining SN trackage in Chico, EwePee had to remove all trackage and repave the streets. Part of the original franchise agreement with the City of Chico I believe.
