Yes, the tall-masted double signal was for Train Orders. The Santa Fe's old 3rd District of the Valley Division ( Riverbank to Richmond ) was still governed by Train Orders as late as 1985. I visited Pittsburg depot the Sunday after Winterail '85 and was surprised to see the Train Order signals still in place and lit. The operator allowed me inside for a few minutes and gave me a Valley Division timetable too. Then a drunk driver wedged his auto onto the tracks West of the depot, so the operator said I'd have to leave as "... the Trainmaster will be here soon."
