Most people would be horrified to meet the folks employed by these local government transportation agencies. No education or experience required in business, accounting, finance, or law. The person who prepares the rail budgets at another Southern California transit agency has never taken an accounting, finance, or law class in his life -- and yet, the board sees nothing wrong with that. He's responsible for allocating tens of millions of dollars every year with nothing more than an Anthropology degree. I'm not kidding.

The fiasco with VCTC sounds eerily similar. The idea to drop the hammer on FWRY probably originated with someone who cannot read a basic legally binding contract.
