Looks like they are creating jobs with available land that's sitting idle. Industrial railways is affiliated with the Operating Engineers local Three on the construction side. If the operations begin the employees have the right to join a union. Get the longshoreman and the BLE involved by shutting down the port and it's amazing how quick things can change.
