Station/Depot buildings in larger cities were not done to standard plans and were typically designed by outside architects. Both Oakland 16th Street and Central Station were designed in the Neo-Classical Beaux-Arts style that was popular for civic buildings in the early 20th Century. Here is a list with a few examples. Italicized names are extant.
Beaux-Arts:
Oakland 16th Street 1912 Jarvis Hunt
Los Angeles Central Station 1914 John Parkinson and George Bergstrom
Salem 1918 In-house (John H. Christie)
Renaissance Revival (with Beaux-Arts influence):
Sacramento 1926 Bliss and Faville (also designed SP Headquarters in SF)
Stockton 1930 ??? In-house?
San Jose Cahill Street 1935 In-house (John H. Christie)
Mediterranean Revival (with Beaux-Arts influence):
