So what good will testing do to mitigate increased risk? Once you know that a load(s) of crude is extremely volatile does the shipper just slap stickers on the car that sez "very hazardous" and everybody goes about their business? Is there some teeth in this emergency order that requires the highly volatile crudes be handled differently once the danger is known?
