The class 1 railroads are upgrading oil tank cars as fast as they can and they have requested old ones be retired long ago. This is much to do about nothing. If they want to make the transportation of oil safer the first thing they should do is require obsolete cars be taken out of service. They wont do that because manufactures are currently running at least 3 years behind.
