Years and several budgets ago, the State police would have responded to that alarm. Now that agency has been melded into the CHP. At the time of the alarm the ONE CHP unit available was probably at the Sacramento County jail (less than a mile away) booking a drunk motorist. Sacramento city police would be the next agency to respond, and who knows where they would be responding from.

As far as the security assigned to the CSRM , one can be assured that per state policy , they were THE lowest bidder.
