Think this is the result of a personal snit/temper tantrum more
than anything else.

Some years ago for Dunsmuir RR Days, the town requested and got a
train of equipment from the Portola Museum. A local third-level
functionary objected and tried to block it, but he was overruled
by, shall we say, the much more astute EVPO in Omaha.

The flunky had a chip on his shoulder ever since. Unfortunately,
now he is the EVPO, and he stomped all over the whole thing this
year.
