It is a little vague, but those promoting this want the railroad gone anyway. The idea is a very long, expensive project that will employ students, line pockets and maybe eventually push the railroad aside. THA is supposedly guaranteed ROW into Arcata from Samoa.......remainder is probably up in the air.
