"Trail With Rail" fiscal insanity

"On March 20, 2014, the California Transportation Commission approved allocation of $2 million to Humboldt County to perform engineering design and environmental permitting for the southern portion of the Humboldt Bay Trail. The Bay Trail South segment extends from X Street in Eureka north to Bracut for a total length of 3.8 miles."
Do the math - $2,000,000 for 3.8 miles = over $526,000 a mile just for engineering and permits that will take two years, not for any actual construction!
And the actual construction is estimated at $8-12 million, but not clear for this segment or the entire project. It does sound like another $1 million a mile or so to build, so this is something like $1.5 million a mile just for a bike path? And we wonder why California is going bankrupt?
In the late 1980s, Bracut used to be good on average for a couple bulkhead flats a weeknight of pre cut mine timbers. And this does nothing towards making that possible again.
