I may be wrong, but the highest voltage used in third rail electrification is 1500 VDC. More would require bigger insulators, and may not really be weather-proof.
Overhead wire electrifications for new systems (no legacy installations) are all 25 kV/50 Hz (or 60 Hz when the national grid is 60 Hz). Lower AC voltages and DC in general are only used in legacy environments. Note this is for "heavy rail"; for new light rail applications, 1200 VDC or 1500 VDC are common).
