In my old home town of Fort Smith, Arkansas, the streetcar system quit running in 1933. Streets were paved with bricks. Rails were removed as a WPA project in the 1930's. Ties were left in place and the street was repaved with original bricks which were not set in concrete.

By the 1940's the ties had rotted and the paving bricks had gone down into the holes. The streets resembled washboards.
