True, but there's a large business in giving it just enough processing to qualify as refined product, which CAN be exported. So a lot of those oil trains going to seacoast refineries (all the coasts) are almost certainly carrying oil for export. The US was recently noted as the world's largest exporter of gasoline, at the same time that our own prices were doing their usual springtime spike.

Have to agree, though: if there aren't any refineries on PSAP, the only way oil trains would find their way to its tracks would be for storage. Storage of loads could be a PR and security issue, but that's unlikely unless a refinery nearby is short on storage.
