Here's how it works:
A government agency has a locomotive they want to be rebuilt. They ask for bids from "approved" contractors.
The government agent responsible for the project interviews prospective contractors:
Contractor 1 bids $582,000 for the complete rebuild including all materials and labor.
Contractor 2 bids $379,000 for the labor only - the materials will have to be supplied.
Contractor 3 bids $1.5 million for the job.
The government agent is exasperated by the third bid. "How can you be so much more than the other two bids?", he asks. "Simple", contractor 3 responds, "you give me the contract, I'll hire contractor 1 to do the job and you and I will split what's left over".
Contractor 3 gets the job.
