Hmmmm! - Might wurk out. But do empty all your own trash cans and burn the contents. You will not want the FBI rummaging through them.

Had that happen one place I was assigned to. We found two guys sorting through the trash buckets in several offices, way after hours one night during a cut-over. We wrestled 'em to the ground and held them for the cops. When the cops arrived, it turned out to be the FBI - with warrants. The FBI agents excused us for holding them, since they neither identified themselves nor did they show us any warrant.

But as it turned out, there was some similarly cozy shenanigans going on. Several high placed employees ended up in federal prison, along with a member of the transit agency's board of directors. Fortunately, their dirt didn't rub off on to me. But it was way too close to home for comfort.

But when the FEDs give you a grant, they expect it to be used exactly for what congress appropriated it for - nothing else; and administrated according to their rules too. Its too bad though, that some of those federal rules (the state's too) are themselves just as criminal as those thieves were, amounting to nothing more than a license to steal for those contractors that are good at using them. Though technically legal, it is still pure thievery in all its splendor.
