Word around the POTB is that the barge operator has indicated they won't be able to do it. There are currently no facilities in Garibaldi. Not to mention no room to build a yard to store inbound and outbound traffic, same in Astoria. The mills are falling behind in their ability to get the lumber off the property. Even in the currently down lumber market the lumber continues to pile up at the mills and truck are lined up waiting to get loaded. I suspect that the mills will be putting on the pressure for the rebuild soon. When the market pickes up again I don't see how the mills will be able to keep up. At the last peak a couple years ago POTB was hauling 400+ carloads a month.
My personal opinion is that we are waiting for the politicans to realize that the roughly $7M match with FEMA will be the most cost effective way to go. They have their "due dillagence" to go through to try and show that they are not wasting tax money, so we are progressing at the speed of government.
