I agree with Mr. Jennison ... there are ready and willing (existing already!) customers. Seems anything they can do to rebuild, even that is reasonably feasible, they should do. The alternative, perhaps losing all the mills, would wreak horrific local economic and cultural damage.

The fixes here are much easier and cheaper than with NWP, many of whose customers have indeed withered away.
