Government bought the thing, they have decent traffic and potential for more, government needs to do what it takes to keep the thing up. The NWP hasn't turned a wheel in how long, business gone and would take much effort to get back. Fix POTB and forget NWP. POTB should establish an emergency fund so it can self insure at least part of this problem itself. Since this is an ongoing problem, it is reasonable to establish some sort of a fix it fund to have at least a significant portion of the money it would need to fix things. This way it wouldn't have to go begging every time something happens. Other government agencies do this.
