Mystery Locomotive, Vale OR

This little lokie showed up in Vale, probably some time within the last year. It is sitting adjacent to the Oregon Eastern's yard near the Hwy 26 crossing but looks to be off RR property and in the back lot of another business. Narrow gauge 0-4-0T, Maybe a rear-tank by the looks of it, and I saw no sign of a saddle tank lying around. The Surviving Steam Locomotives site does not list this locomotive for Oregon. Anyone have any info where this one came from, or may be going?
