The first picture was taken at Farwell and even though Dale was probably inside the fence, you can get a good shot of the bridge by standing by the gate outside the fence on public property. The second picture looks like Dale was standing on Kilkare road. That is a public crossing and no one can prevent him from taking a picture there unless it is a safety issure (train is moving).
I have been a PLA member for 26 years and we have never prevented non-passengers from taking pictures as far as I recall. When doing specials we generally stop in less accessable locations for photo runby's but if we are doing one by the wye in Niles or at Farwell bridge (both are easily accessable) we are not surprised that non riders join the photo line. We don't chase them off due to the fact that most of us are also railfans and if we say anything we encourage them to join the PLA and get in on the fun.
It is unfortunate that the GGRM crewman felt that he had the right to yell at Dale about taking the pictures. I guess that is the difference between the two organizations.
