Well, the bill changed between when the article (also a previous one) was written and it went to the governor. The per-train prior notice previously there is gone, and data access now follows federal rules. It also now requires information submittal for a number of other hazardous material categories in addition to, specifically, Bakken crude. The final language is in fact just an information thing, and goes only slightly beyond what the Feds require. So ... end of panic. Sorry about that.
My concern with previous language was that the per-train notification went way beyond what the Feds require. Operational and security issue. OTOH, refinery operations are regulated by the state and locals, so demanding more information from them is OK as long as confidential business info is protected somehow. Hard to do that in the CEQA process...
