Yeah, I'd love to know who is really funding this, but almost all of these groups are "tax exempt" "non profits" who don't have to reveal their actual ,donors. But, these groups do have to reveal their financials to the IRS (redacted) and it is sometimes kind of funny to see the many $100,000 checks written from "blacked out" donors to some of these so-called "grass roots" organizations.
It is my understanding that the current proposed rules would replace these cars by 2017, which the RR's don't like, but seem to have accepted as a "goal" and are trying to procure replacements as fast as possible. So this seems like either a PR grab, or an attempt to get leverage on the rulemaking. As for an outright immediate "ban", this just isn't likely to happen.
Car shortages from builders of all types is a problem though in meeting the 2017 target, so maybe they want leverage, putting regulators on notice, to avoid future possible "extension by exemption" of any deadline that is imposed.
