For a glimpse at what CalTrans handles for bridge inspection throughout California, start here:

This CA state agency has been inspecting bridges for over 78 years, with a lot more than 2 people. Rail bridges aren't terribly different from highway bridges, and in many cases, much simpler.

With an already-established, well-developed program, why start another from scratch with next to no resources?

Thanks, politicians, for wasting our tax dollars again, just to placate a perceived deficiency.
