Export oil ... due to quirks of Federal law, crude cannot currently be exported. However, there are no limits on export of refined products. So you can expect lots of oil trains to refineries that have access to tankers (East Coast, southern LA/TX, SoCal, Bay Area, Portland/western WA); they do the minimum processing necessary to call it refined product, then ship it out. So how much of that Bakken oil do you suppose is being refined for use here vs. exported, already? Otherwise, how could the US jump well up into the top 10 world oil exporters over the last couple of years (as it has), if it can't export crude (legally, at least).
Of course, the original story had to do with something else, that makes no real sense absent massive transport disruptions.
