OK, so the STB allows the RR's to calculate the fuel surcharge using the cost of highway diesel fuel. Of course if a RR is clever and manages to get a better price on fuel they're going to take every advantage of it. This is how business makes money. If the STB didn't want RR's to take advantage of this why would they leave the door wide open for this to happen? I'm sure the utility companies never take advantage of similar opportunities....
On the other hand I see "fuel" and "environmental" surcharges on an awful lot of things anymore. When did such things become separately chargeable and not just a cost of doing business that should be included in the price?
