LOSSAN Improvements?

A few years ago, Cambridge Systematics presented operational modeling for the LOSSAN SANDAG Improvements, identifying most of the current projects, and leading to the prioritization, and construction of the current set of projects. Many of the capacity constraints for future operations also impacted reliability (on time performance) and schedule recovery from unanticipated events, which often caused the infamous "meltdown" of other trains schedules, as well.

As someone who once killed a spare 20 minutes of my life gazing out a the sandstone cut in San Onofre siding, on top of a 25 minute delayed late departure out of San Diego, to meet the peak commuter "fleet" coming the other way, I can attest the effect lack of two track capacity has on reliability.

This also destroys consumer confidence in the reliability of the train, when you are late to your job, or meeting, or miss your connection, or just are an extra 45 minutes late getting home, and it is a huge deterrent to train use, on top of a relatively slow Off-peak LOSSAN travel time, even compared to the 5.

So my question to those on this site who may operate for Metrolink, Coaster, and Amtrak to assess the benefits of the new projects, for reliability (better meets, more windows to make unanticipated meets, better schedule recovery, etc.)?

How are these improvements working (less other construction related temporary disruptions due to the projects themselves)to improve on-time performance, or to improve over all travel times?

Another question is if they finally approved the San Onofre-Las Pulgas Two track addition to be capable of 110 mph operations?
