I have no idea how any plans for 110 MPH are going, but I do know that Amtrak California cars are good for 125 MPH, and the California locomotives are good for at least 110. If I remember correctly, the lozenge commute cars used by Altamont Commuter Express are rated at 125 MPH. I've ridden in those kind of cars on the Boston end of the NEC at what seemed like that kind of speed!

But, you will need some good stretches of 110 mile capable track to make it worth bothering with.
