Maybe Eureka needs to be more proactive. I've cruised all over the Caribbean and Mexico. The best destinations usually had soldiers or police "give attitude adjustments" to the criminals and homeless that panhandled near the tourist areas. BTW St. Kitts in the British Virgin Islands. Has a real cool meter gauge railroad a must see with all the pina coladas and rum punch you can drink.
