Why was the freight train geting on the main line at that time right before the evening rush?

I thought they only allowed freight on the caltrain line in the late evening early morning hours?



I drove by that area a few days ago. It looks like the rail/truck bridge to Illinois street is done. During that work they cut off rail accerss to the "rendering plant" that used to get about 8 tank cars every week until late last year.

Does anyone know when the rail line over Islasis creek will be used
