Use of this pipeline had lead to spills, the use of rail has lead to zero spills that I know of.
In this case rail is the best. As stated on a Forbs article,
"The short answer is: truck worse than train worse than pipeline worse than boat. But that’s only for human death and property destruction. For the normalized amount of oil spilled, it’s truck worse than pipeline worse than rail worse than boat. Different yet again is for environmental impact (dominated by impact to aquatic habitat), where it’s boat worse than pipeline worse than truck worse than rail."

Forbs. In this case where both the pipeline and rail line traverse mostly uninhabited land the environmental impact and amount spilled are the deciding factors.
When there is a spill from a pipeline all the product moving through the pipe is at risk of leaking from the pipe if the shutoffs aren't closed in a timely manor. Most leaks go on for months to years without being noticed.
When a spill from a tank car occurs it is confined to that tank and during a derailment there has never been 100% of the product spilled from 100% of the railcars in the train.
