Once a Railroad ROW becomes a trail the chances of it going back to Railroad use is extremely remote and difficult no matter the situation. The trail lobbyist fight to never allow a trail to revert to Railroad use and often fight to remove tracks used or not to make there trails. How many times has a railroad experienced a biker have an accident crossing tracks while the trail groups are trying to turn a ROW into a trail.
