It would be a good PR move on BNSF's part to hand off Homestake to MRL and end the barrier against MRL interchanging with UP. It would end all the complaining about BNSF having a monopoly against Montana farmers and possibly put more traffic on the rails. BNSF has always been against MRL interchanging with UP for anything other than traffic that existed at the time of the hand off to MRL for fear they would lose the business. But by doing things that way, BNSF has subjected itself to all kinds of complaining and lawsuits related to BNSF having a monopoly on all Montana traffic. BNSF has probably spend more on legal fees than it's making on the traffic.
