Well, perhaps the line was offered to Mr. Washington and he chose to do nothing. We don't know. It's hard to see how if he really wanted to rehab the Homestake line there would really be any objections by BNSF. MRL could get trackage rights excluding the UP interchange, for example. After all, the movement of BNSF traffic would benefit. But the reality is that there's not enough traffic to warrant doing that now, and if it grows in the future, an alternate route makes more sense.
