That, and the fact that a San Francisco - based business could relocate to the East Bay, in a newer building twice the size, for less money and taxes, AND sell their SF property for artsy - fartsy loft apartments or a tear down and rebuild.
When I drove doubles for Conway Western in the 1990's, my regular run was Irvine to San Francisco, up one night and back the next. The SF yard was at 50 Quint St. near 3rd, with Espee tracks in the street. It was always loads up, 8 hours off in the motel overlooking Bayshore Yard above the Tunnel, then EMPTIES out to Hayward or San Jose for my loads back down South. By then The City generated very little outbound LTL freight; Willig & Viking hauled what little there was.
