Whistlestop owns the building. The SMART station is being built right next to Whistlestop on land they relied on for years as a parking lot. The SMART bikepath plan will result in loss of the street parking on the other side the old building.

They tried to relocate but couldn't find a new site that was as good as this one--no money, few options.

The senior housing thing is basically a way to fund the new building--senior centers don't get much money, but senior housing or housing near transit centers does.
