Carl Rodolf wrote an article in the SPH&TS 'Trainline' a few years ago, about accompanying his dad to Arizona, including a ride to Nogales. The SPH&TS website has an index for Trainline, IIRC.
THere are pix at Nogales. Also, Guy Dunscomb took a photo at Tucson ca 1946 eartly in the morning- I assume he was in charge of a trainload of returning GIs. There are three? trains in that pic, including one to Nogales.
I can't say for sure if any are the rain numbers you cite, but if my memory works , 4-4-2s were the power. I hope these hints are helpful
