Yes, that was the entrance ramp into the terminal, coming off of the bridge.

Until everything was torn down a few years ago, the ramp was still in use, paved over, for AC Transit and some Golden Gate (!) buses, with the wire support bridges still in place. If Google has historical aerials from, say, 10 years ago you should be able to see that.
