Degassing is being proposed to reduce the explosive nature of the fracking oil, prior to allowing it to be shipped, regardless of mode.

It was my experience and I still believe that most explosive gases are/were shipped in trains with a restricted speed. RR's want to try to avoid that with oil trains, lest this ties up the RR's and clogs mainlines, even more than they are now.
