SP and the 1977 California drought

I lived through the 1977 drought. The City of SF said "can't take a shower more than 4 minutes long". It was totally not good. I never felt clean that whole summer and fall of '77.

But I seem to recollect SP said "no washing locomotives at Roseville and LA. Gotta save water because Brown said so". Thats about when the locomotives started to look really shabby and never got any better. Any of you SP fanatics recall this? Seems like in '78 and '79 all the grime wouldn't come off even when they ran them through the washer.
