Permanant slow orders for two Caltrain MP-15's?

Seems like everytime the two Caltain MP-15's pass by my house,(like just a few minutes ago) it seems they are just idling along going ten miles an hour or less. Makes me feel sorry for the crew.

Does anyone know what the deal is?
