A MP-15 with Blomberg trucks and 62:15 gearing should be good good 65 mph under normal circumstances.

Our GMD1 rebuilt by CN with 4-axle Flexicoil trucks and 62:15 gearing is rated for 65 mph so I don't think the gearing has anything to do with why they're running at lower speeds.

A switcher with AAR switcher trucks will bounce you out of the cab at 20 mph!
