That was what was piled on flats of a wreck train. You had the hook, relief tender, cook car and bunk car. The rest of the train would be track panels and ballast cars. The panel track wasn't built for speed, just to get trains running again but it could be upgraded at the site to fit the standards that they needed.

You also had to provide oil and water for the steam wench. (Hook)
