What type of "unusual" vehicle is this???

This vehicle is built like a road type vehichle with tires and does not have railroad type wheels on it amd is used on paved surfaces where railroad tracks are embedded and has a coupling aparatus on it that allows it to couple on to rolling stock and move it around like a typical switch locomotive and is about the comparable size of a bulldozer.

I have seen pictures of it at the oil refineries in the Houston, Texas area moving around tank cars.

Does anyone know what kind of "unique vehicle" this is?
