Not sure that Oroville had a balloon track (at least on that west side of the yard). The track that shows up was built for ballast loading in about 1980. Full build-out plans did call for it to potentially become a balloon track. It was about that time that Roger Green developed the idea for the REAL ballast quarry at Elsey.
We did a full-blown survey for a planned intemodal ramp over on that west side of the yard at about the same time--1980-ish. It was to go behind the old M.O.W. compound up to the north.
