I am more and more thinking CAHSR is evolving into CalNeva HSR with the drift to the east and that 20 mile base tunnel south of Palmdale.

Fuggedabout Mojave and try to get the casino moguls on board with some money and a strict agreement for private operation and payroll and cost control.

True interstate commerce would make federal rules likely dominant.

Vegas hsr would be a better proof of concept than the Mojave dogleg. There is no passenger service over that route and the replacement bus travels via Tejon.
