I don't know the ownership details, but I recall from my WP days that it was jointly operated. I believe the situation was something like the WP used it at night and the SP in the daytime. You were always supposed to keep an eye out for the possibility of both roads having a job out there at the same time, but I don't recall ever going out there in the daytime, nor ever seeing the SP there when we were.
