I suspect that the comment about Santa Fe moving "some" passengers through Pasadena was sarcastic, since this wasn't some weed-grown former interurban, branch line or industrial track. This was, after all, the Santa Fe's historic passenger line into L.A. and, even after 1971, Amtrak's route for the Super Chief/Southwest Limited/Southwest Chief.
As I recall, it was maintained at passenger train standards even up to the time that Amtrak rerouted the Southwest Chief to run through Fullerton and the ROW was freed up for transit development.
