Most likely UP and CHTT reporting marks, common Union Pacific grain cars. Reporting marks are never longer than 4 characters. My guess a detouring UP empty grain train.

I don't understand why this was a "big no no"? Sounds normal to me. NS power runs as a leader quite often on BNSF trains. NS power is not liked by the crews but that doesn't mean it is against the rules.
