Seeking correct punctuation does not constitute "exalting standards." If you have difficulty writing, then there is good news for you. You do not use an apostrophe when writing the plural of a noun (i.e. changes).

I also lived in California during the 1970s and don't remember Governor Jerry Brown doing much of anything to the freeways (kind of a socialist concept, in an of itself, right?) except for attempting to place diamond lanes on highways in Southern California.
